Swedish Tax Agency requirements for restaurants

If you operate a restaurant in Sweden, your point-of-sale must comply with the Cash Register Act (SKVFS 2014:9). This guide walks through the five things Skatteverket actually checks — cash register, control unit, receipt, reports and staff ledger — and what they mean in practice.

Certified cash register

All cash and electronic sales must be recorded in a cash register that has been declared by the manufacturer to Skatteverket. The register must produce a signed receipt line for every transaction and store a journal for at least seven years. Receipt for every guest

A legible receipt must be produced and offered to the guest at every sale. The receipt must include date, time, organisation number, VAT rates, total and a unique control number from the control unit. Digital receipts (e-receipt by QR or email) are equivalent if the guest accepts the format.

Z-report, journal and archive

At end of day a Z-report (daily close) must be run and stored. Journal files and Z-reports must be archived for seven years and produced to Skatteverket on request. ViralConvert generates the Z-report automatically and links the journal to SIE export so bookkeeping stays correct.

Staff ledger

Restaurants are covered by the staff ledger law. Everyone working on the premises — owners and casual staff included — must check in and out digitally. Skatteverket carries out unannounced inspections, and missing entries trigger a SEK 12,500 control fee per inspection plus SEK 2,500 per missing person. Registration with Skatteverket

When you replace or install a new register it must be reported to Skatteverket within two weeks via the "Anmäl kassaregister" e-service. You enter the manufacturing numbers for both the cash register and the control unit. A new registration is required if you move premises or change company form.

Frequently asked questions

Do we still need a control unit in 2026?+

Yes. Skatteverket requires every cash register to be connected to a certified control unit — either a physical black box (CleanCash) or a cloud-based unit. Without one the sales are not approved.

How long must we keep journals and Z-reports?+

Seven years under the Bookkeeping Act. ViralConvert stores them automatically in the cloud and exports to SIE format for accounting.

What happens if we miss a check-in in the staff ledger?+

Skatteverket's control fee is SEK 12,500 per inspection plus SEK 2,500 per missing person. Repeat findings double the fee.

Do food trucks and caterers follow the same rules?+

Yes. The Cash Register Act applies to all restaurant operations, including food trucks, catering and pop-ups. Mobile hardware with 4G works just as well as a stationary register.
